Indian government issues draft quality order on solar modules

The Indian Ministry of New and Renewable Energy (MNRE) has forwarded to the World Trade Organization a draft quality order on solar modules introduced by Energy Minister Piyush Goyal every week earlier.

The draft order, Quality Control Solar Photovoltaics, Systems, Devices and Components Goods Order 2017, which has been forwarded to the World Trade Organization (WTO), will apply to all future purchases of solar modules by power firms in India.

With the brand new order, the Indian government intends to step up the quality of solar products traded in auctions and probably take a firmer hold on its burgeoning solar sector.

“In a couple of years, we will put the quality order on solar wafers. I want the entire value chain to come under quality orders,” stated India’s power minister Piyush Goyal to The Economic Times every week earlier.

Given the fast pace at which the Indian solar sector has been rising since 2014, aiming for its 2022 goal of 100 GW, the nation’s solar imports considerably increased, because the domestic manufacturing sector itself was not in a position to meet the demand.

In September 2016, India lost an appeal at the WTO towards the U.S. grievance, as its domestic content material necessities for solar power sector had been discovered discriminatory towards imports.

As acknowledged by Minister Goyal, the government will give 6-9 months to solar cell producers earlier than developing with the same quality order.
